The team will support its constituency and represent the interests of International UN Staff working in UN Field Operations that fall under the Department of Peace Operations and the Department of Political and Peacebuilding Affairs.
Protecting and promoting the conditions of service for International Civil Servants working in UN Peacekeeping, special political and any other field operation under the Department of Peace Operations and the Department of Political and Peacebuilding Affairs, anchored in the values and obligations of the UN Charter and the Universal Declaration of Human Rights.

The United Nations is at a point of reform and change. The reform initiatives that are being implemented are bold. The nature of work as we know it is changing, and the corresponding workforce is also changing. With change comes many uncertainties, but more than that, the opportunity to better the way things are done and potentially to improve the way the UN operates.
One of the cornerstones of the current reform is the delegation of authority and decentralization of decision making. This experiment is not new, as something similar was tried in the 90’s. For staff who have been around long enough, they will recall that the results were far from ideal and in some cases quite disastrous. This time, we are told it will be different because there will be a clear framework of accountability and strong oversight mechanisms will be in place.
The FSU is in prime position to support these reforms in also overseeing the framework of accountability and oversight. As candidates for the FSU Executive, we welcome these initiatives and would like to see them succeed. We recognize however that there will be challenges ahead, and therefore we intend to focus closely on the implementation of true accountability within the UN and in particular the UN Peacekeeping Operations. The era of impunity must come to an end, and this “ticket” feels very strongly about ensuring that accountability and integrity become not merely words on paper, but the DNA of the Organization’s culture.
(FSU) is the organization that stands to defend the rights of UN International Civil Servants that work in the United Nations Field Operations. under the Department of Peace Operations and the Department of Political and Peacebuilding Affairs. For the FSU to maintain relevance and its ability to be a strong defender of the rights of staff, it will need to change its approach as well. The FSU will continue to build on being a viable partner to the key stakeholders in the Staff/Management consultative mechanism.
Building upon comparative advantages and experiences within its mandate of representing the Field Staff, considering UN Reform realities and the wider context, our ticket will focus on;
Empowerment of change agents;
Engagement with actors of influence at all levels and fostering;
These priorities are in line with the SG’s Action for Peacekeeping (People, Performance, Politics, Partnerships).
Those priorities do not replace the ones of previous UNFSU Executive, but rather build upon them, emphasizing the areas of work we determine to be most effective and looking forward into an agile 21stCentury. The earlier objectives continue to be live goals, subject to continuous attention and refinement.
From our previous experience, we can establish the fact, that sustainable change is not coming from the top, the Staff and FSU committees are the constituency which we perceive as mighty influencers of the future of the UN reform. Serving to empower our Staff and FSU Committees to improve accountability, condition of field service and performance by justice at all levels is our central objective.
Engagement means full utilization of existing contact points and developing new ones, as well as new digital means for communication with them. To increase the impact of our strategic communications, we will increase online and conventional engagement with our partners and constituency. We will continue to form new partnerships, which will bring added value to our work. This requires knowledge in usage and adoption of new digital platforms, which our ticket possesses. We will also enhance our role as UNFSU Executive focusing on empowerment and engagement, by providing training to FSU Committees on their functions and a Code of Conduct, thereby assisting the Field Staff to protect their rights for decent conditions of service and supporting change makers.
To achieve this, there is a need to be more proactive. As the saying goes “charity begins at home” so we intend to start with our very own, the FSU Committees. We will introduce a “Code of Ethics” for FSU representatives that embodies integrity, truth and justice, as its core values. It is these values that will be at the heart of our operations and will inform our strategies and proposals.
We will create a strong FSU, bonded by our Code of Ethics and values. We will work with persons who have the right motives to represent staff and create a relationship therein we can mobilize people for bigger agendas and serve as agents of change. We will hold Staff representatives accountable and ensure that they carry out their functions as they should.
We will professionalize the committees, through dialogue, training, accountability and performance management. We will ensure that Staff representatives are well informed, knowledgeable and empowered with the skills to advocate on behalf of their constituents.
We will engage our constituents and other stakeholders by creating a platform for communication that will facilitate this process and provide up to date information on key issues facing UN International staff, while also giving them a direct and engaging forum to voice their opinion, propose solutions, and highlight problems, inefficiencies, discrimination, abuses and lack of accountability. We will continue to employ strategies towards enhancing strong two-way communications between all stakeholders. We must ensure an inclusive approach where all stakeholders are consulted and made a part of the decision-making process.
We will fight for our conditions of service to ensure that reform and restructuring does not translate to deformation and destruction of Field staff. We will hold the Organization accountable for how it treats its most precious resource, which are its human resources. We will fight to create opportunities for career progression, improvement in staff welfare, health and work environments.
We will engage the necessary affiliations to strengthen our position and work more collaboratively with other Unions in order to foster mutually beneficial relationships based on good-faith and trust. This too will form a cornerstone of our approach to staff representation.
Mark brings to the ticket twenty-seven years of experience in the field of Information & Communications Technologies. He will harness modern technologies to help the FSU become truly digital and use technologies to strengthen the capabilities of the FSU in areas such as policy research and proposal and document reviews. He also brings to the Union prior experience as President of the Field Staff Union, when he served in that role from 1999 to 2003 completing two terms in office. This has made him a skilled negotiator and mediator having undergone many trainings on negotiating and mediation skills and having had opportunities to strengthen those skills both in the years as President and in the years following. He is keen on building meaningful relationships with all stakeholders and intends to push for mutually beneficial partnerships with entities that can bring value to the FSU and its constituency.
Leila is a Certified Trainer and Facilitator, with fifteen years of experience in the UN, in various capacities. She is committed to ensuring the professionalization of the Committees through training and building leaders worthy of the people they serve. Programs will be developed to enhance leadership skills and create awareness of the roles of Committee members in serving their constituents and working with Management. She will work on ensuring that training needs are identified and that training requirements are met. Through this, a framework for FSU leadership will be set, transcending into a leadership culture change.

These skills and strengths will be a great asset for FSU Executive to oversee the UN Reforms’ implementation on the field, to represent Staff in different fora, and defend Staff rights.”
These are but some of the issues that need to be addressed by the FSU Executive Body. The ticket “Polane, Manly-Spain and Galieva” started this journey a long time ago serving in their local committees and wish to take it up at a higher level.
